Rachel Stafford

Founder and Principal

Rachel Stafford is the Founder and Principal of Achieving the Promise, partnering with nonprofit and education leaders to turn bold ideas into action. With a fifteen-year track record supporting organizations from strategic planning through implementation and performance monitoring, Rachel brings both operational expertise and strategic insight to every engagement. Her leadership is grounded in her training as an attorney representing clients in nonprofit and education law, where she learned the importance of understanding client goals deeply and thinking creatively to solve complex challenges. Rachel is known for helping organizations move from ambitious ideas to tangible, lasting impact.

Tiffany Ingram

Tiffany Ingram

Engagement Consultant

Dr. Tiffany Ingram, brings over ten years of K-12 education professional experience, providing technical assistance and training to leaders. Dr. Ingram received her Doctorate in Educational Leadership and Management from Drexel University, where her research focused on African American Millennial women, and the impact of the intersections of age, race, and gender  on their career advancement. The results of her research have inspired her to work collaboratively with organizations to create inclusive workplaces for women and people of color.

Policy Analyst

Laura Montas brings eight years of experience helping K-12 schools and districts turn data into actionable insights that improve outcomes for educators and students. Prior to joining Achieving the Promise, she led the development of the Faculty and Staff Data Collection Tool for the D.C. Office of the State Superintendent, standardizing workforce data across all 69 DC local education agencies and tracking key metrics for 14,694 educators. She bring deep experience leveraging dashboards and authored reports to inform district-wide decisions on staffing, retention, and equity. Laura also designed and managed OSSE’s first School Climate Enhancement Microgrant, enabling 19 schools to analyze results, engage stakeholders, and implement strategies that strengthened educator effectiveness, school climate, and student learning.

She coordinates initiatives, supports strategic planning, and fosters collaboration across stakeholders. Known for her ability to distill complex information into clear, actionable insights, Lea helps drive informed decision-making and ensures that the team’s work achieves meaningful, measurable impact. Her dedication and collaborative approach make her a valued partner in advancing the organization’s mission.

Paola Howard, Project Support, works with the project team to support the development and implementation of client objectives with fidelity and precision. 

She brings deep experience in business management and customer relations with a laser focus on supporting the development of high-quality trainings, researching best practices in comparable sectors and creating digestible materials that allow  clients to quickly pivot from planning to impact.

My first impression of Rachel was when she joined our organization to reengineer the system for grants monitoring. It was a change that was very necessary but that was met by resistance by team members who had been running an old system for years. I was immediately struck by Rachel’s positive energy that commanded the meetings she ran and how she teased out the diverse expertise and institutional knowledge of team members.
