Dr. Antoine Hickman

Antoine L. Hickman, Ed.D., is a nationally respected education leader with more than 30 years of experience strengthening special education and student support systems at district and state levels across Virginia, Florida, and Maryland. He is the Founder and Principal Consultant of Anderson Lynn Consulting, where he partners with education organizations to navigate complexity, build capacity, and improve outcomes for students with disabilities.

Dr. Hickman has served in senior leadership roles in some of the nation’s largest and most complex education systems, including Director of Special Education for Suffolk Public Schools (VA); Executive Director for Special Education and Chief of Student Support Initiatives and Recovery for Broward County Public Schools (FL); and Assistant Superintendent for Special Education & Student Services for Hillsborough County Public Schools (FL). His work has included large scale systems redesign, cross departmental integration of academic and wellness supports, and leadership during periods of crisis and recovery.

Most recently, Dr. Hickman served as Assistant State Superintendent for Special Education for the Maryland State Department of Education, providing statewide leadership for early intervention and special education services from birth through adulthood. In this role, he guided policy development, ensured federal and state compliance, and partnered with local school systems and state agencies to advance equitable, high quality services for students with disabilities.
